The International Transport Workers’ Federation (ITF) cautiously welcomes the US-Iran peace framework – but words on paper must now translate into action for the transport workers who have paid the price of this conflict.

For more than 100 days, seafarers, aviation workers, port workers and other transport workers have been killed, injured, detained and stranded in a war they have no part in.

We welcome this framework as a potential turning point towards a sustainable peace – but given that the full text or not been officially released by either government, we cannot yet fully assess what it means for transport workers. What we can say clearly is this: a signature on 19 June is not the end. It is, at best, the beginning.

As we have throughout this crisis, the ITF will work closely with shipowners and industry partners – including with the UN International Maritime Organisation (IMO) – to advance plans to evacuate the thousands of seafarers stranded in the area and ensure that any process puts seafarers’ safety first.

The ITF’s demands are clear: whatever arrangements govern de-escalation, the commitment to reopen the Strait of Hormuz and other transport operations must come with absolute, binding and verifiable guarantees from all parties that civilian transport workers, vessels and infrastructure will not be targeted.

Across maritime, aviation, ports, logistics and road transport sectors, workers must not be expected to return to operations until authorities confirm that conditions are safe and that routes, airspace, ports and transport corridors have been cleared of mines, military risks and any hazards that could endanger lives.

Freedom of navigation, freedom of overflight and the safe movement of all transport must be fully restored in full accordance with international law and standards.

The ITF also commits to working with governments across the Gulf region, employers, unions and workers’ representatives, and international partners to support a just recovery for migrant transport workers whose lives and livelihoods have been disrupted by the conflict.

100 days have passed since the United States of America and Israel launched ‘Operation Epic Fury’ against Iran. One hundred days of a war that civilian transport workers did not start, cannot end and have paid for – with their lives, their health and their freedom.

100 days on, despite repeated moments of hope for de-escalation, the war has resumed and intensified – extending the suffering and exposing transport workers to renewed and unacceptable risks.

From day one, the ITF has unequivocally said that transport workers are not combatants. They are civilian workers – seafarers, pilots, cabin crew, ground handlers, air traffic controllers, truck drivers, port workers – who keep the world moving. They have no stake in this conflict. They have no power to stop it. But they continue, day after day, to absorb its consequences. And we will not allow the world to look away from what is being done to them.

As we mark this moment, the attacks on civilian transport workers have not stopped. In recent days, strikes on Kuwait International Airport and Bahrain International Airport have again claimed an innocent civilian life and put aviation workers in the line of fire. In the Persian Gulf, ships continue to be targeted. The most recent wave of attacks and seizures of civilian vessels near the Strait of Hormuz is not a departure from what has come before – it is the continuation of a pattern that has been playing out for one hundred days. Civilian workers are being deliberately placed in danger, and those responsible know exactly what they are doing.

In the first hours of this conflict, schools, airports and ports across the conflict region came under attack resulting in hundreds of civilian workers being killed and injured. Workers were injured at Kuwait International Airport, at Bahrain International Airport, at Dubai International Airport, at Zayed International Airport. One person was killed at Zayed. These are not military targets, they are civilian workplaces. The people inside them were doing their jobs: checking in flights, directing aircraft, loading cargo, serving passengers. Aviation workers showed up for work and found themselves in a war zone.

In the days and weeks that followed, the attacks on civilian shipping intensified. Ships were struck near the Strait of Hormuz and across the Persian Gulf. Vessels have been seized by Iran and the United States. Seafarers have been killed. Seafarers have been injured. And seafarers are being held hostage.

And beyond the attacks themselves, transport workers across the region – including trucks drivers carrying goods through conflict corridors, crossing closed borders, navigating disrupted routes –have faced the daily reality of a war economy: danger, impossible conditions, and in too many cases, no protection at all.

The human cost 人道代价

More than 20,000 seafarers remain stranded in the Persian Gulf. These seafarers are overwhelmingly from the Global South, far from their families, with no certainty about when they will see home again. In some cases, they are running low on fuel, water and food. They watch missiles and drones in the skies above them, they sleep, if they’re able to, knowing they are in a warzone. Since the war began, the ITF has received over 2,500 requests for assistance from seafarers and their families and assisted more than 600 seafarers to get home.

The mental health consequences are profound, and they are not being adequately acknowledged. Sustained fear. Isolation. Uncertainty. Separation from family. These are not abstract harms – they are serious, documented psychological injuries that will outlast this conflict for many of the workers caught in it. Some employers have made this worse, seeking to use the war as cover: invoking force majeure to extend contracts without consent, restricting or cutting communications, denying repatriation.

War must not be a blank cheque for employers to strip seafarers of their rights. The Maritime Labour Convention (MLC) exists precisely to prevent this. Full implementation – now, not when the conflict is convenient – is non-negotiable. Crew changes must happen. Contracts must be honoured. Every seafarer in this region must be able to contact their family without restriction. Proposals for a humanitarian maritime corridor to restore flows through the Strait of Hormuz have attracted growing attention. The ITF understands the urgency, but we are unequivocal on one point: any such corridor can only operate if there is a full, binding, verified guarantee from every party to this conflict that participating vessels and their crews will not be targeted.

Civil aviation workers have been carrying an impossible burden since day one. They kept airports operating under the threat of attack. They ran evacuation flights. They managed the cascading disruption of closed airspace, rerouted flights and maximum operational uncertainty. The knock-on effects extend worldwide: flight crews facing longer routes and extended duty times, ground staff and air traffic controllers managing complex operational chaos. This is a global aviation workforce absorbing a global shock. The ITF said from the outset that civilian aviation infrastructure and must never be military targets. That principle has been violated. Workers at Kuwait International Airport and Bahrain International Airport are the latest to pay the ultimate price.

The ITF and our affiliated unions have been fighting the Flag of Convenience (FOC) system for decades. We have named it, campaigned against it, documented its human consequences, and demanded that governments act to end it.

It is the enabling architecture behind the shadow fleet, behind record-breaking abandonment figures and behind the worst abuses of the Covid-19 crew change crisis. And governments have chosen, year after year, crisis after crisis, to fail seafarers.

Since the US/Israel-Iran war began, the ITF has received over 2,200 requests for assistance from seafarers in the region. Half relate to unpaid wages and contractual entitlements; around 20% are requests for repatriation; and roughly 10% concern vessels running critically low on essential fuel and supplies. To date, the ITF has assisted in the repatriation of more than 540 seafarers.

This crisis did not arrive without warning. The ITF’s data showed that 2025 was again the worst year on record for seafarer abandonment – with 6,223 seafarers abandoned, a 32% increase on the previous year and the sixth consecutive year of rising cases. A crisis that was already happening.

In exchange for registration fees, flag states offer minimal scrutiny and near-zero accountability. They are selling enforcement-free sovereignty.

Flag states and unscrupulous employers have failed seafarers repeatedly, without consequence. The worst FOC flags have shown a complete derogation of responsibility towards their crews. That is a choice, a choice to collect registration fees over enforcing and protecting seafarers’ rights.

The International Transport Workers’ Federation (ITF) filed a formal complaint against the Government of the Republic of Slovenia to the International Labour Organization (ILO) today, exposing its failure to protect seafarers from employer interference in trade union activity.

The complaint to the ILO Committee on Freedom of Association (CFA) details how the International Seafarers’ Union (ISU), operating in close connection with a private company, Lanibra, is undermining fundamental trade union rights, in breach of international law.

香港國際海員服務中心(HKISSC)組織開展的復活節探訪慰問海員行動于2026年4月2日圓滿收官。此次探訪慰問海員行動於3月4日啟動,截止4月2日,共探訪了109艘商船,慰问惠及2390余名海員。
The Hong Kong International Seafarers Services Centre (HKISSC) successfully concluded its Easter Seafarer Outreach Programme on 2 April 2026. Launched on 4 March, the initiative reached 109 merchant vessels and provided care and support to more than 2,390 seafarers.

此次探访慰问活动得到了兩家理事單位香港商船高級船員協會(MNOG)與香港航業海員合併工會 (AUS) 的重視與支持,ITF香港方便旗事務辦事處予以了強力後援;OOCL、SEASPAN、ANGLO-EASTERN 、WAN HAI、PIL、MAERSK香港公司及香港FLEET等航運公司對此次慰問行動予以了高度肯定与支持,部分公司不但提供了商船抵港信息,聯繫船上的海員做好接待,还积极协助中心工作人員申請碼頭通行證;受访海員亦对工作团队的慰问表示感谢,他们对工会开展关爱探访海员的活动给予了高度评价。
The programme was strongly supported by the Merchant Navy Officers’ Guild – Hong Kong and the Amalgamated Union of Seafarers, Hong Kong with additional backing from the Hong Kong ITF (FOC) Campaign Office. Leading shipping companies, including OOCL, SEASPAN, ANGLO-EASTERN, WAN HAI, PIL, MAERSK Hong Kong, and Hong Kong FLEET, highly commended the outreach efforts. Several companies not only provided vessel arrival information and facilitated crew engagement, but also actively assisted HKISSC staff in obtaining terminal access permits. Seafarers expressed heartfelt gratitude to the outreach team and praised the unions’ steadfast commitment to safeguarding seafarers’ welfare and strengthening solidarity across international crews

活動期間,中心工作團隊在上述航運公司的安排下,探訪了由其管理的34艘船舶;另隨機安排探訪慰問的商船75艘(其中48艘簽有集體協議)。來自中國內地與臺灣、菲律賓、印度、烏克蘭、俄羅斯、罗马尼亚、波兰、斯里兰卡、印尼、緬甸等25個國家的海員受惠于慰問行動,他們對香港兩家工會的关爱国际海員探访慰问行動予以了高度評價,紛紛表示要將香港国际海员中心開展的信息在同事與朋友中廣為傳播。
During the activity period, HKISSC teams with the arrangements of the aforementioned shipping companies, visited 34 vessels along with 75 randomly selected ships (48 of which operate under collective agreements). Beneficiaries included seafarers from 25 countries, including Mainland China, Taiwan, the Philippines, India, Ukraine, Russia, Romania, Poland, Sri Lanka, Indonesia, and Myanmar. Many participants spoke highly of the initiative and pledged to share news of HKISSC’s care and outreach with colleagues and friends worldwide.

国际运输工人联盟(International Transport Workers’ Federation, ITF)和联合谈判小组(Joint Negotiating Group, JNG)作为国际协商论坛(International Bargaining Forum, IBF)的社会伙伴,在三月五日IBF战争行动地区委员会(IBF Warlike Operations Area Committee, IBF WOAC)审查后,同意将霍尔木兹海峡、阿曼湾和波斯湾指定为战争易发区(Warlike Operations Area, WOA)。
The International Transport Workers’ Federation (ITF) and the Joint Negotiating Group (JNG), as the social partners of the International Bargaining Forum (IBF), agree to designate the Strait of Hormuz, Gulf of Oman and Persian Gulf as a Warlike Operations Area (WOA) following a review on 5 March by the IBF Warlike Operations Area Committee (WOAC).

The designation upgrades the High Risk Area designation applied to the Strait of Hormuz, Gulf of Oman and Persian Gulf on 2 March and reflects the continuing and heightened threat to seafarers and vessels operating in the region. Hundreds of vessels are stranded in the Gulf following the halt of vessel movements through the Strait of Hormuz, highlighting the scale of disruption and risk facing civilian crews in the region.

The WOA designation ensures that seafarers on IBF-covered vessels receive enhanced protections and compensation if they are stranded or operating in the area. Seafarers already within the designated area are entitled to additional compensation and to request repatriation, noting the current, significant operational difficulties, while those instructed to enter it have the right to refuse to sail and request repatriation at the company’s expense.

Under the terms agreed by the IBF parties, seafarers serving on vessels within or entering the designated WOA will be entitled to the following protections:

The ITF and JNG emphasise that the safety and welfare of seafarers must remain paramount. The safest way to protect seafarers is through de-escalation and a return to diplomacy. At present, the closure of international airspace across the majority of the region is also severely constraining repatriation options for seafarers seeking to leave vessels, further underlining the urgent need for stability and safe passage.

国际运输工人联盟(ITF)呼吁各国政府立即采取具体、协调一致的行动来保护海员。此前,国际海事组织(IMO)理事会第36届特别会议三月十九日于伦敦举行。
The International Transport Workers’ Federation (ITF) is calling on governments to take immediate, concrete and concerted action to protect seafarers, following the 36th extraordinary session of the International Maritime Organization (IMO) Council held in London on 19 March.

会后,ITF秘书长Stephen Cotton表示:「世界已经认识到被困在霍尔木兹海峡附近的海员,正面临着严重危险 – 现在各国政府必须采取行动。
Speaking after the meeting, ITF General Secretary Stephen Cotton said: “The world has recognised the grave danger facing seafarers trapped near the Strait of Hormuz – now governments must act.

The extraordinary session was convened to address the escalating crisis in Persian Gulf, Gulf of Oman, the Arabian Sea, and particularly the Strait of Hormuz, where seafarers continue to face attacks on vessels, serious risks to safe navigation, and worrying shortages of essential supplies.

Seafarers have been killed. Others have been injured. Thousands remain stranded onboard vessels in conditions of fear, fatigue and uncertainty. We are receiving daily distress calls from crews who do not know if they will make it home.”

Attacks on merchant ships have intensified in the Persian Gulf and the Gulf of Oman. At least six cargo vessels were hit by projectiles in the Strait of Hormuz within 48 hours, with a container ship also hit off the coast of the UAE.

The International Bargaining Forum (IBF) – which brings together the International Transport Workers’ Federation (ITF) and the international maritime employers that make up the Joint Negotiating Group – acted decisively in early March to designate the Persian Gulf as a ‘Warlike Operations Area’, activating protections for seafarers on ships with IBF agreements, including the right to refuse to sail in the area, enhanced pay and compensation, alongside a strong recommendation for employers to enhance security arrangements.

As of mid-March, the IBF agreed to extend protections for seafarers by demarcating the area extending 12 miles off the coast of Israel in the eastern Mediterranean, including ports and anchorage areas, an ‘Extended Risk Zone’. This means that seafarers are entitled to additional protections, including a bonus equal to their basic wage payable if their vessel is attacked and doubled compensation for death or disability.

Every day since the start of the war, the ITF has received requests for advice and assistance from seafarers in the region, including on repatriation and their right to refuse to sail. Despite severe operational difficulties due to attacks on wider transport infrastructure and the closure of international airspace across the region, some shipping companies have managed to repatriate seafarers back home to safety.

Simon Spacey, Chairman of the International Maritime Employers’ Council (IMEC) said: “The world’s dependence on maritime trade and in particular on the seafarers that keep that trade moving smoothly has never been clearer than it is now, as the impact that this war is having on the global economy starts to fully reveal itself. There are many reasons for, and justifications given, in times of such conflict – but what is unacceptable is that once again innocent seafarers find themselves trapped inside an area of conflict not of their making where they face genuine danger.

“We therefore call on everyone, everywhere to recognise the very real danger our seafarers are facing and to do whatever can be done to protect and support them. On a positive note, we know that our seafarers are a tough and hardy bunch and that responsible employers are working around the clock with our trade union partners to ensure that seafarers receive every protection and, where possible, compliance with the repatriation rights we offer them. But right now, the reality is that this is an extremely dangerous environment, safe travel opportunities are severely limited, and therefore our advice is for employers and seafarers to stay away from this area where possible.”

“To flag states, we demand that you step up and do more to fulfil your obligations to protect those on your ships, this is your responsibility. To every seafarer in the Persian Gulf and the Gulf of Oman, know this: we stand shoulder to shoulder with you, and we are on hand to do everything we can. If you need help, reach out to your ITF-affiliated union, to the ITF itself, an ITF inspector, or your employer, and we will do what we can to protect and support you.”
