The International Chamber of Shipping (ICS) and the International Transport Workers’ Federation (ITF) have met representatives from Gulf States to address the ongoing conflict and its direct impact on seafarers and shipping in the Gulf.

During the meeting the representatives of the Gulf States to the IMO highlighted several issues. Including that their respective governments have already begun and will continue to do everything in their capacity to support seafarers, emphasising the importance of concerted efforts to ensure that neither seafarers nor passengers onboard ships feel abandoned.

The International Transport Workers’ Federation (ITF) and the Joint Negotiating Group (JNG), as the social partners of the International Bargaining Forum (IBF), agree to designate the Strait of Hormuz, Gulf of Oman and Persian Gulf as a Warlike Operations Area (WOA) following a review on 5 March by the IBF Warlike Operations Area Committee (WOAC).

The designation upgrades the High Risk Area designation applied to the Strait of Hormuz, Gulf of Oman and Persian Gulf on 2 March and reflects the continuing and heightened threat to seafarers and vessels operating in the region. Hundreds of vessels are stranded in the Gulf following the halt of vessel movements through the Strait of Hormuz, highlighting the scale of disruption and risk facing civilian crews in the region.

The WOA designation ensures that seafarers on IBF-covered vessels receive enhanced protections and compensation if they are stranded or operating in the area. Seafarers already within the designated area are entitled to additional compensation and to request repatriation, noting the current, significant operational difficulties, while those instructed to enter it have the right to refuse to sail and request repatriation at the company’s expense.

Under the terms agreed by the IBF parties, seafarers serving on vessels within or entering the designated WOA will be entitled to the following protections:

A bonus equal to 100% of basic wage, payable for a minimum of five days, and for each additional day a vessel remains in the area.

The ITF and JNG emphasise that the safety and welfare of seafarers must remain paramount. The safest way to protect seafarers is through de-escalation and a return to diplomacy. At present, the closure of international airspace across the majority of the region is also severely constraining repatriation options for seafarers seeking to leave vessels, further underlining the urgent need for stability and safe passage.

The International Transport Workers’ Federation (ITF) is calling on governments to take immediate, concrete and concerted action to protect seafarers, following the 36th extraordinary session of the International Maritime Organization (IMO) Council held in London on 19 March.

The extraordinary session was convened to address the escalating crisis in Persian Gulf, Gulf of Oman, the Arabian Sea, and particularly the Strait of Hormuz, where seafarers continue to face attacks on vessels, serious risks to safe navigation, and worrying shortages of essential supplies.

Seafarers have been killed. Others have been injured. Thousands remain stranded onboard vessels in conditions of fear, fatigue and uncertainty. We are receiving daily distress calls from crews who do not know if they will make it home.”

Attacks on merchant ships have intensified in the Persian Gulf and the Gulf of Oman. At least six cargo vessels were hit by projectiles in the Strait of Hormuz within 48 hours, with a container ship also hit off the coast of the UAE.

The International Bargaining Forum (IBF) – which brings together the International Transport Workers’ Federation (ITF) and the international maritime employers that make up the Joint Negotiating Group – acted decisively in early March to designate the Persian Gulf as a ‘Warlike Operations Area’, activating protections for seafarers on ships with IBF agreements, including the right to refuse to sail in the area, enhanced pay and compensation, alongside a strong recommendation for employers to enhance security arrangements.

As of mid-March, the IBF agreed to extend protections for seafarers by demarcating the area extending 12 miles off the coast of Israel in the eastern Mediterranean, including ports and anchorage areas, an ‘Extended Risk Zone’. This means that seafarers are entitled to additional protections, including a bonus equal to their basic wage payable if their vessel is attacked and doubled compensation for death or disability.

Every day since the start of the war, the ITF has received requests for advice and assistance from seafarers in the region, including on repatriation and their right to refuse to sail. Despite severe operational difficulties due to attacks on wider transport infrastructure and the closure of international airspace across the region, some shipping companies have managed to repatriate seafarers back home to safety.

There are many reasons for, and justifications given, in times of such conflict – but what is unacceptable is that once again innocent seafarers find themselves trapped inside an area of conflict not of their making where they face genuine danger.

“We therefore call on everyone, everywhere to recognise the very real danger our seafarers are facing and to do whatever can be done to protect and support them. On a positive note, we know that our seafarers are a tough and hardy bunch and that responsible employers are working around the clock with our trade union partners to ensure that seafarers receive every protection and, where possible, compliance with the repatriation rights we offer them. But right now, the reality is that this is an extremely dangerous environment, safe travel opportunities are severely limited, and therefore our advice is for employers and seafarers to stay away from this area where possible.”

Seafarer abandonment hit record levels in 2025, according to new data compiled by the International Transport Workers’ Federation (ITF), with 6,223 seafarers abandoned across 410 ships.

Seafarer abandonment is in crisis, with the data marking the sixth year in a row that the number of vessels on which abandonments occurred has broken records and the fourth year in a row that the total number of seafarers abandoned has broken records: the numbers represent a 31% increase in such ship abandonments compared to 2024, and a 32% increase in seafarer abandonment.

ITF data, which will be submitted in a report to the International Maritime Organization (IMO) ahead of its discussion at a legal committee meeting this year, also shows that seafarers were owed a total of USD25.8 million in 2025 as a consequence of the abandonments. From this total, the ITF has recovered and returned USD16.5 million to seafarers.

It’s nothing short of a disgrace that, yet again, we are seeing record numbers of seafarers abandoned by unscrupulous ship owners,” said David Heindel, Chair of the ITF Seafarers’ Section.

“Every day, all around the world, seafarers face horrific violations of their human and labour rights, all so that bottom-feeding companies can make a quick buck at their expense. It’s very clear that this is a systemic issue in the industry – and that means we need the entire industry to come together with seafarers and their unions to say, ‘enough is enough’, and take action together to end this crisis.”

IMO根据三项标准定义海员遭遗弃:未能支付海员遣返费用;使海员缺乏必要的生活用品和支持;单方面切断与海员的联系,包括至少两个月未支付合约工资。 IMO和国际劳工组织(ILO)共同运作一个海员遗弃资料库:去年发生的410宗遗弃事件中,ITF报告了400宗(占98%)。
Seafarer abandonment is defined by the IMO under three criteria: failing to cover the cost of a seafarer’s repatriation; leaving a seafarer without necessary maintenance and support; unilaterally severing ties with a seafarer, including failure to pay contractual wages for a period of at least two months. The IMO and the International Labour Organization (ILO) run a joint seafarer abandonment database: of 410 abandonments last year, the ITF reported 400 (98 percent).

Indian seafarers were the worst affected national group in 2025, as in 2024, with 1,125 seafarers abandoned – at the end of 2025, the Indian Government announced that ‘blacklisting’ measures would be taken to protect seafarers from ships with a record of repeat abandonments and other bad practices.

菲律宾海员受影响程度位居第二,共有539人遭遗弃,其次是叙利亚海员,有309人遭遗弃。
Filipino seafarers were the second worst affected, with 539 abandoned, followed by Syrians with 309 abandoned.

发生弃船情况最严重的地区是中东,其次是欧洲。弃船数量最多的两个国家——即最多遗弃船舶地点——分别是土耳其(61艘)和阿拉伯联合大公国(54艘),这两个国家发生的弃船数量,均显著高于其他国家。
The worst region for abandonment was the Middle East, followed by Europe. The two countries where most ship abandonments took place – the countries with the highest number of vessels on which abandonments occurred – both of which have significantly higher abandonments than any other country, were Türkiye (61) and the United Arab Emirates (54).

方便旗/Flags of Convenience

悬挂方便旗的船舶在弃船事件中占显著地位:2025年被遗弃的船舶中,有337艘悬挂方便旗,占总数的82%。 ITF估计,全球约10万艘商船中,约有30%悬挂方便旗。
Flag of Convenience (FOCs) vessels feature prominently in abandonment: 337 vessels abandoned in 2025 – 82% of the total – were flying FOC flags. The ITF estimates that around 30% of the entire 100,000-strong global fleet of merchant vessels fly FOCs.

与2024年一样,巴拿马(方便旗国)仍然是弃船事故最多的船旗国(68宗,高于去年的43宗),而悬挂未知船旗的弃船事故数量则增加了一倍多(46宗,高于去年的20宗)。
As in 2024, Panama, an FOC, remains the Flag State with the most abandonments (68, up from 43), while the number of abandonments under an unknown flag have more than doubled (46, up from 20).

ITF开展反方便旗船运动已有75年多,并长期警告称,方便旗制度威胁海员权益,并助长非法活动。近几周来,ITF针对频密转换船旗的影子船队油轮,进行连串行动,加深大众对此问题认识。
The ITF has run a campaign on FOCs for more than 75 years and has long warned of the threat to seafarers’ rights and the illegal and illicit activities enabled by the FOC system. This has become more widely understood in recent weeks through operations undertaken against flag-switching shadow fleet tankers.

ITF秘书长 Stephen Cotton表示:「究竟还要有多少海员遭受遗弃的痛苦,我们才能看到必要的变革,从而终结这种可耻的做法?
ITF General Secretary Stephen Cotton said: “How many more seafarers have to be put through the misery of abandonment until we see the changes that we know are needed to end this disgraceful practice?

“As we’ve long said, the solutions to abandonment lie in accountability in the shipping industry ensuring that ship owners can’t dodge their responsibilities. The International Maritime Organization must be given more power to play a coordinating role in eradicating abandonment.”

ITF呼吁采取以下措施解决海员遗弃问题:
The ITF is calling for the following steps to be taken to tackle seafarer abandonment:

• 强制船旗国登记船舶的实质船东资讯(包括联络方式),作为船舶登记的先决条件。
Flag States to be compelled to log a ship’s beneficial owner, including contact details, as a pre-condition for registration

• 参考印度海事总局的做法,将屡次发生遗弃海员事件的船舶列入国家黑名单,以保护海员免受其害。
National blacklisting of ships to protect seafarers from ships with repeated involvement in abandonment cases, following the lead of India’s DG Shipping
• 政府应调查方便旗的使用情况,目前美国正在进行相关调查。

Case study: the Eleen Armonia

四名印度海员被遗弃,其中一人向ITF讲述目前困境。这名海员与同僚自去年6月以来,一直被困在尼日利亚海岸附近的Eleen Armonia号上,至今未收到任何工资——ITF已于2025年8月将该船列为弃船。尽管他们多次提出申诉,且合约已到期,但船公司Eleen Marine仍未安排他们回国,但其他船员已经「放船」回家。
One Indian seafarer who is currently abandoned alongside three other Indian crew spoke to the ITF about his ongoing ordeal. The seafarer and three of his crew mates have been aboard the ship, the Eleen Armonia, off the coast of Nigeria, since June without receiving pay – the ITF filed the ship as abandoned in August 2025. Despite repeated appeals and the expiration of contracts, they have not been repatriated by the ship owner – Eleen Marine – despite seeing other crew members ‘signing off’ to go home.

“Every month we’ve asked the company to pay our wages and send us home, but they don’t care. We’re in touch with many authorities, including the ITF, who are trying to help us, but right now it feels like we will only go home when the company decides,” the seafarer said.

“The situation here is worse than hell. We keep hearing false promises from the company, it’s maybe 10 times that they’ve promised us we can go home, then nothing. The ship’s insurer contacted us in December and said that since our wages have been pending for more than two months they would get involved and help us sign off. But then they said they are still waiting for company permission, and the company hasn’t replied for a week.”

他补充说:「现在我每天都因为压力而失眠,如果这种情况持续下去,我真的不知道我的健康会受到怎样的影响。我当初之所以匆忙加入这艘船,是因为这份工作合约后,意味着我可以和我刚出生的女儿,以及家人一起过圣诞节和新年——现在我错过了圣诞节、新年和一个重要的家庭活动。作为海员,我们受到这样的对待,真的是其耻大辱。」
He added: “It’s become a daily routine for me that I can’t sleep from stress, and if this continues, I honestly don’t know how it will affect my health. I joined this vessel quickly because the assignment meant I could spend Christmas and New Year with my new daughter and family – I have now missed Christmas, New Year and an important family event. As seafarers, it feels really shameful that we’re treated this way.”

Earlier in 2025, an ITF report detailed Eleen Marine’s relationship with the Slovenia-registered sham union, the ‘International Seafarers’ Union’ (ISU). ISU was established alongside and operates in tandem with the company, Lanibra, which sells anti-union services to ship owners. This means ISU violates international and national laws that forbid ‘interference’ by employers in a union.

Agreements Eleen Marine purchased from ISU-Lanibra are believed to have expired in June and have not been renewed.

12月30日,香港国际海员服务中心(HKISSC)组织开展 的“溫馨聖誕•暖心海員” 2025年度圣诞节探访慰問海员行动圆满结束。此次船员慰问行动于2025年11月24日启动,持續一個多月,中心工作人員先后探访了129余艘商船,代表香港商船高级船员协会(MNOG)与香港航业海员合倂工会(AUS)兩家工會向2830余名抵港的海员送去节日的祝福并赠送了圣诞礼物。
The Hong Kong International Seafarer Services Centre (HKISSC) successfully concluded its 2025 Christmas visit and greetings campaign for seafarers on December 30.
Launched on November 24 and lasting over a month, the campaign saw HKISSC staff visited more than 129 merchant vessels, extending festive greetings and presenting Christmas gifts to over 2,830 seafarers arriving in Hong Kong. The initiative was carried out on behalf of the Merchant Navy Officers’ Guild – Hong Kong (MNOG) and Amalgamated Union of Seafarers, Hong Kong (AUS).

 

HKISSC是MNOG與AUS兩家工會成立的服務國際海員的重要平臺,旨在向抵達香港的各國海員分享工会的福祉,提升香港國際航運中心的质素。来自MNOG的方威理事与AUS的倪至庆理事参与了此次慰问行动,向抵港的各国海员表达了两家工会问候与祝福。
HKISSC, jointly established by MNOG and AUS, serves as a vital platform to support international seafarers. Its mission is to share union welfare with visiting crews from around the world while enhancing Hong Kong’s standing as an international shipping hub. Mr. Fong Wai, Executive Council Member of MNOG, and Mr. Simon Ngai, Executive Council of AUS, personally joined the outreach activities, delivering greetings and best wishes from their respective unions.

中心的此次探访慰问活动向OOCL,SEASPAN, ANGLO-EASTERN, WAN HAI, PIL,MAERSK,TOYOFUJI等航运管理公司進行了通報並得到上述公司的支持與协助。
Shipping management companies including OOCL, SEASPAN, ANGLO-EASTERN, WAN HAI, PIL, MAERSK, and TOYOFUJI were notified of the campaign and provided their support and assistance.

中心亦與香港海员宗会聯合行動,向停靠于錨地及集裝箱碼頭的抵港船舶上的各國海員送去精神上的福祉。
HKISSC also partnered with the Stella Maris of Hong Kong to offer spiritual support to seafarers aboard ships docked at anchorages and container terminals  .

香港的青年海员亦作爲志願者参加了此次慰问行动。通过与船上各国海员的交流,展现了香港青年海员的风采以及热心公益的良好形象。
Young Hong Kong seafarers also participated as volunteers, engaging with crews from different countries and showcasing the dedication, spirit, and positive image of Hong Kong’s maritime youth. Their involvement highlighted a strong commitment to public service and international solidarity.

中心的慰问行动受到海员们的广泛欢迎,他们对香港两家海员工会传递的人文关怀深表感激。来自菲律宾、印度、中国(含台湾)、乌克兰、印尼、缅甸、韩国、加拿、罗马尼亚、丹麦等30多个国家和地区的2830余名海員从HKISSC開展的探訪慰問活动中受惠。船上的海员们纷纷表示,慰问活动令他们充分感受了到來自岸上的關心。工作人员的温馨的问候与祝福,品類多樣的禮物让他们深深的體味到香港的人文关怀。
The campaign was warmly welcomed by seafarers, who expressed heartfelt gratitude for the humanitarian care extended by the two Hong Kong unions. More than 2,830 seafarers from over 30 countries and regions—including the Philippines, India, China (including Taiwan), Ukraine, Indonesia, Myanmar, South Korea, Canada, Romania, and Denmark—benefited from the initiative. Many remarked that the visit made them feel cared for and connected to the shore, with the warm greetings, blessings, and thoughtful gifts leaving a lasting impression of Hong Kong’s humanistic spirit.

To celebrate the “6.25 Day of the Seafarer” and “7.11 China National Maritime Day” this year, the Hong Kong International Seafarer Services Centre (HKISSC) would like to show our respect to all seafarers.

For 2023, the Day of Seafarer campaign will look at seafarers’ contribution to protecting the marine environment, in line with the World Maritime theme “MARPOL at 50 – Our commitment goes on”.

We thank all seafarers for their unique contributions to the world maritime trade and their hard work benefiting the global economy and human lives. The role that they play in protecting the marine environment is also appreciated.

Acting as a seafarer service platform established since 2019, the Hong Kong International Seafarer Services Centre (HKISSC) regularly carries out crew visits, providing free transportation and helps with purchasing necessities for seafarers visiting Hong Kong, with the support of the welfare fund contributed by shipping companies.

Happy Easter-Crew Visit Campaign Came to a Successful Conclusion

 

2023年3月15日至4月12日,香港國際海員服務中心組織開展了Happy Easter-船員慰問系列活動。在OOCL、WAN HAI、太平船務、長榮等航運公司的支持與協助下,中心工作組共探訪26艘抵港商船,向600餘名國際海員送上香港海事同行的節日問候並贈送了復活節大禮包。

The Hong Kong International Seafarer Services Centre (HKISSC) organized the “Happy Easter-Crew Visit Campaign” from March 15th to April 12th, 2023. With the support and assistance of various shipping companies such as OOCL, WAN HAI, Taiping Shipping, and Evergreen, the volunteer team visited 26 merchant vessels arriving in Hong Kong, and sent holiday greetings and Easter gifts to more than 600 international seafarer sprees.

 

香港國際海員服務中心自成立之日始終與廣大海員同行,積極踐行服務海員之宗旨,多次開展探船慰問海員的活動。2023年度復活節之際,中心致函各航運公司,攜手開展“Happy Easter”船員慰問系列活動,向海員致敬,感恩海員,並贈送了節日禮物。

Since its establishment, the HKISSC keeps seafarer company, actively fulfilling the purpose of serving seafarers by carrying out numerous crew visits. Before Easter this year, HKISSC contacted various shipping companies to jointly launch the “Happy Easter-Crew Visit Campaign”. Through a series of crew visits, it aims to pay tribute to all hard-working seafarers, and to express gratitude by presenting festive gifts to them.

三、探訪慰問萬海公司旗下WAN HAI 178、WAN HAI 328、WAN HAI 292、WAN HAI 101、WAN HAI 316、WAN HAI 271、WAN HAI 352、WAN HAI 325、WAN HAI 357、WAN HAI 291、WAN HAI 359、WAN HAI 176、WAN HAI 327等13艘商船上的中國、緬甸、印尼等國家的海員。

  1. Visited 13 merchant vessels of Wan Hai Lines Limited, including WAN HAI 178, WAN HAI 328, WAN HAI 292, WAN HAI 101, WAN HAI 316, WAN HAI 271, WAN HAI 352, WAN HAI 325, WAN HAI 357, WAN HAI 291, WAN HAI 359, WAN HAI 176 and WAN HAI 327. The volunteer team met seafarers from China, Myanmar, Indonesia and other countries on board.

  1. Visited the crew from China, India, Myanmar, Indonesia and Ukraine on nine merchant ships of Pacific International Lines, including Kota Raja, Kota Pusaka, Kota Ratu, Kota Halus, Nadi Chief, Kota Manis, Kota Pahlawan, Kota Carum and Kota Lima.

此次海員探訪系列活動受到航運公司的歡迎與好評,被探望的海員們非常開心。太平船務的船員主管崔先生表示,“船上的海員在孤獨的航行中很渴望被人關心,希望今後與HKISSC繼續合作開展探訪海員的活動,為船上海員送去幸福感。萬海船務公司的Martin亦希望與中心開展更多合作,為船上的海員送上更多的福利與關懷!

The series of crew visits was welcomed and gained much acclaim by shipping companies. Seafarers who were visited showed their happiness as well. Mr. Chui, Crew Supervisor of Pacific International Lines, said, “The seafarers onboard are eager to be cared for during their lonely voyage. We hope to continue the cooperation with HKISSC to carry out crew visits in the future, so as to bring happiness to the seafarers onboard.” Mr. Martin from Wan Hai Lines Limited also hopes to collaborate more with HKISSC to provide more welfare and care to the seafarers onboard.

2023年2月17日,香港国际海员服务中心工作团队冒雨前往9号码头,探访慰问了“MV. San Felix”商船海员。

The working team of Hong Kong International Seafarer Services Centre headed to Container Terminal 9 in the rain to visit the crew of “MV. San Felix” on 17th February 2023.

“MV. San Felix”系马士基公司旗下的集装箱商船,悬挂马绍尔群岛旗,主要往来于拉美的墨西哥、亚洲的日本、韩国及中国的青岛、香港等地区。船上共有船员22名,主要来自乌克兰、俄罗斯及菲律宾等地。

Flying the flag of the Marshall Islands, the container ship “MV. San Felix” is owned by Maersk. It mainly travels between Mexico in Latin America, Japan, South Korea in Asia, Qingdao and Hong Kong in China. Onboard there are 22 crew members, who mainly come from Ukraine, Russia and the Philippines.

中心工作团队於船舷边向船员赠送慰问品,并转交了代买的物品。“MV. San Felix”船员代表对我中心的探访表示感谢,并希望与中心今后保持联系。

The working team presented condolences to the representatives of the crew on shore beside the vessel. Representatives of the crew expressed their gratitude for the visit and hope to keep in touch with the center in the future.

Visit the crew of bulk carrier “Cherry Point”

2023年3月7日,香港国际海员服务中心工作团队协同Pacific Basin公司的职员一行13人前往屯门码头,探访慰问了“Cherry Point”散装船海员。
The working team of Hong Kong International Seafarer Services Centre, together with the staff of Pacific Basin, headed to Tuen Mun Ferry Pier to visit the seafarers of the bulk carrier “Cherry Point” on 7th March 2023.

“Cherry Point”系Pacific Basin公司旗下的散装船,悬挂中国香港旗,无固定租家与航线。船上共有船员20名,主要来自中国及菲律宾等地。

Sailing under the flag of Hong Kong, China, “Cherry Point” is owned by Pacific Basin. The bulk carrier has no fixed charterer and routes. Onboard there are 20 crew members, mainly from China and the Philippines.

中心工作团队登上“Cherry Point”散装船,送上中心的慰问品及香港的特产-卤鹅、烧腊等。

The working team boarded “Cherry Point” with condolence gifts, including specialties of Hong Kong – marinated goose and roast meat (siu mei).

“Cherry Point”散装船刘船长热情的接待了联合探访团队,对我中心的探访表示衷心感谢,并邀请共进午餐。

Captain Lau of “Cherry Point” expressed gratitude for the visit and warmly received the joint visiting team by inviting them for lunch.
