The world’s maritime unions came together at the ITF’s Fair Practices Committee in an unprecedented show of solidarity to demand an immediate end to the humanitarian crisis faced by seafarers in the Persian Gulf.

They condemn the illegal bombing carried out by Israel and the United States, and the subsequent retaliatory attacks launched by Iran across the region, in violation of the most fundamental rule of international law: the prohibition on the use of force.

Seafarers have been killed and injured in attacks in a war zone they did not choose to enter. They are workers largely from the Global South, far from home, carrying the world’s cargo on behalf of all our economies and communities. Yet they are being used as pawns in geopolitical conflict.

The ITF and our affiliated unions have been fighting the Flag of Convenience (FOC) system for decades. We have named it, campaigned against it, documented its human consequences, and demanded that governments act to end it.

Within this crisis, it is behind many of the abuses our inspectors and support teams are dealing with daily. It is the enabling architecture behind the shadow fleet, behind record-breaking abandonment figures and behind the worst abuses of the Covid-19 crew change crisis. And governments have chosen, year after year, crisis after crisis, to fail seafarers.

自美以伊战争爆发以来,国际运输工人联盟 (ITF) 接获来自该地区海员的2,200多宗求助。其中一半与未支付工资和合约应得权益有关、约20%要求遣返回家;约10%涉及船舶燃料和物资严重短缺问题。迄今,ITF已协助遣返逾540名海员。
Since the US/Israel-Iran war began, the ITF has received over 2,200 requests for assistance from seafarers in the region. Half relate to unpaid wages and contractual entitlements; around 20% are requests for repatriation; and roughly 10% concern vessels running critically low on essential fuel and supplies. To date, the ITF has assisted in the repatriation of more than 540 seafarers.

This crisis did not arrive without warning. The ITF’s data showed that 2025 was again the worst year on record for seafarer abandonment – with 6,223 seafarers abandoned, a 32% increase on the previous year and the sixth consecutive year of rising cases. A crisis that was already happening.

Under the FOC system, a shipowner can register a vessel in a state with no genuine link to its ownership, management or operation – in contravention of the United Nations Convention on the Law of the Sea. In exchange for registration fees, flag states offer minimal scrutiny and near-zero accountability. They are selling enforcement-free sovereignty.

The simple fact that a shipowner can buy a flag, exploit a crew, abandon a vessel, and register under a different flag tomorrow – legally – tells you everything about the parlous state of maritime governance.

Flag states and unscrupulous employers have failed seafarers repeatedly, without consequence. The worst FOC flags have shown a complete derogation of responsibility towards their crews. That is a choice, a choice to collect registration fees over enforcing and protecting seafarers’ rights.

1. 所有船舶注册必须公开利益船东的资讯。
Mandatory beneficial ownership transparency for all vessel registrations.
2. 政府对方便旗制度展开调查。
Government investigations into the FOC system.
3. 强制执行「真实联系」原则 — 无法证明存在此联系的船旗国不应持有颁发船旗的权利。
Enforcement of the ‘genuine link’ – flag states that cannot demonstrate this link should lose the right to issue flags.
4. 对屡次违反《海事劳工公约》义务的船旗国追究全部责任。
Full accountability for flag states that repeatedly breach their Maritime Labour Convention obligations.
5. 保障被遗弃海员的遣返权、工资追偿权和法律补偿权 – 如果找不到船东,则船旗国应承担经济责任。
A guaranteed right to repatriation, wage recovery, and legal redress for abandoned seafarers – with flag states held financially liable where shipowners cannot be found.

方便旗制度是透过多国政府的主动选择建立和扩展的。它也可以透过不同的选择进行改革。海员被遗弃、假船旗、影子船队、规避制裁 — 这些都是制度失灵的相互关联后果。除非制度得到改革,否则这些问题将不断重演。
The FOC system was built and expanded through the active choices of governments. It can be reformed through different choices. Seafarer abandonment, false flags, shadow fleets, sanctions evasion – these are interconnected outcomes of a failing system. They will keep repeating until the system is reformed.

The International Transport Workers’ Federation (ITF) filed a formal complaint against the Government of the Republic of Slovenia to the International Labour Organization (ILO) today, exposing its failure to protect seafarers from employer interference in trade union activity.

The complaint to the ILO Committee on Freedom of Association (CFA) details how the International Seafarers’ Union (ISU), operating in close connection with a private company, Lanibra, is undermining fundamental trade union rights, in breach of international law.

The submission sets out evidence that the ISU is not an independent workers’ organisation and calls on the Government of the Republic of Slovenia to take urgent action. It explains that ISU is controlled by individuals acting on behalf of unscrupulous shipowners in order to undermine established seafarers’ labour rights.

This sham operation has already hit the pay and conditions of seafarers, to the benefit of the unscrupulous shipping companies it works with and the ISU-Lanibra leadership,”

问责机制缺失Failure of accountability

The ITF argues that Slovenia has failed to uphold its obligations under ILO Convention 98 and the principles concerning freedom of association and the effective recognition of the right to collective bargaining, which guarantee workers’ organisations protection from employer interference.

Despite repeated warnings from the ITF and concerns raised by ILO supervisory bodies, Slovenian authorities have so far failed to act.

HKISSC Successfully Concludes 2026 Easter Seafarer Outreach 

香港國際海員服務中心(HKISSC)組織開展的復活節探訪慰問海員行動于2026年4月2日圓滿收官。此次探訪慰問海員行動於3月4日啟動,截止4月2日,共探訪了109艘商船,慰问惠及2390余名海員。
The Hong Kong International Seafarers Services Centre (HKISSC) successfully concluded its Easter Seafarer Outreach Programme on 2 April 2026. Launched on 4 March, the initiative reached 109 merchant vessels and provided care and support to more than 2,390 seafarers.

此次探访慰问活动得到了兩家理事單位香港商船高級船員協會(MNOG)與香港航業海員合併工會 (AUS) 的重視與支持,ITF香港方便旗事務辦事處予以了強力後援;OOCL、SEASPAN、ANGLO-EASTERN 、WAN HAI、PIL、MAERSK香港公司及香港FLEET等航運公司對此次慰問行動予以了高度肯定与支持,部分公司不但提供了商船抵港信息,聯繫船上的海員做好接待,还积极协助中心工作人員申請碼頭通行證;受访海員亦对工作团队的慰问表示感谢,他们对工会开展关爱探访海员的活动给予了高度评价。
The programme was strongly supported by the Merchant Navy Officers’ Guild – Hong Kong and the Amalgamated Union of Seafarers, Hong Kong with additional backing from the Hong Kong ITF (FOC) Campaign Office. Leading shipping companies, including OOCL, SEASPAN, ANGLO-EASTERN, WAN HAI, PIL, MAERSK Hong Kong, and Hong Kong FLEET, highly commended the outreach efforts. Several companies not only provided vessel arrival information and facilitated crew engagement, but also actively assisted HKISSC staff in obtaining terminal access permits. Seafarers expressed heartfelt gratitude to the outreach team and praised the unions’ steadfast commitment to safeguarding seafarers’ welfare and strengthening solidarity across international crews

活動期間,中心工作團隊在上述航運公司的安排下,探訪了由其管理的34艘船舶;另隨機安排探訪慰問的商船75艘(其中48艘簽有集體協議)。來自中國內地與臺灣、菲律賓、印度、烏克蘭、俄羅斯、罗马尼亚、波兰、斯里兰卡、印尼、緬甸等25個國家的海員受惠于慰問行動,他們對香港兩家工會的关爱国际海員探访慰问行動予以了高度評價,紛紛表示要將香港国际海员中心開展的信息在同事與朋友中廣為傳播。
During the activity period, HKISSC teams with the arrangements of the aforementioned shipping companies, visited 34 vessels along with 75 randomly selected ships (48 of which operate under collective agreements). Beneficiaries included seafarers from 25 countries, including Mainland China, Taiwan, the Philippines, India, Ukraine, Russia, Romania, Poland, Sri Lanka, Indonesia, and Myanmar. Many participants spoke highly of the initiative and pledged to share news of HKISSC’s care and outreach with colleagues and friends worldwide.

As seafarers in the Persian Gulf and Gulf of Oman face escalating risks to their lives, maritime unions and employers worldwide stand ready to offer protection and support

海员们,你们并不孤单:整个海事行业与你们并肩同行 — 这是来自世界各地海事工会和雇主向海员们发出的共同讯息。
Seafarers, you are not alone: the maritime industry stands with you – that is the joint message to seafarers from maritime unions and employers from around the world.

波斯湾和阿曼湾针对商船的攻击事件愈演愈烈。曾在48小时内,霍尔木兹海峡有至少六艘货船遭到炮弹攻击,阿联酋海岸附近也有一艘货柜船遇袭。
Attacks on merchant ships have intensified in the Persian Gulf and the Gulf of Oman. At least six cargo vessels were hit by projectiles in the Strait of Hormuz within 48 hours, with a container ship also hit off the coast of the UAE.

国际谈判论坛(IBF)– 由国际运输工人联盟(ITF)和国际海事雇主组成的联合谈判小组 — 三月初采取果断行动,将波斯湾指定为「战争行动区」,启动了对已签订IBF协议船舶上的保护海员措施,包括他们可行使拒绝在该区域航行的权利、提高工资和赔偿,同时强烈建议雇主加强保安安排。
The International Bargaining Forum (IBF) – which brings together the International Transport Workers’ Federation (ITF) and the international maritime employers that make up the Joint Negotiating Group – acted decisively in early March to designate the Persian Gulf as a ‘Warlike Operations Area’, activating protections for seafarers on ships with IBF agreements, including the right to refuse to sail in the area, enhanced pay and compensation, alongside a strong recommendation for employers to enhance security arrangements.

至三月中, IBF同意扩大对海员的保护范围,将东地中海以色列海岸外12海里范围内的区域(包括港口和锚地)划定为「扩展风险区」。这意味着海员将享有额外的保护,例如一旦船舶遭到袭击,他们将获得相当于基本工资的奖金;如海员死亡或伤残,他们的赔偿金亦将翻倍。
As of mid-March, the IBF agreed to extend protections for seafarers by demarcating the area extending 12 miles off the coast of Israel in the eastern Mediterranean, including ports and anchorage areas, an ‘Extended Risk Zone’. This means that seafarers are entitled to additional protections, including a bonus equal to their basic wage payable if their vessel is attacked and doubled compensation for death or disability.

Every day since the start of the war, the ITF has received requests for advice and assistance from seafarers in the region, including on repatriation and their right to refuse to sail. Despite severe operational difficulties due to attacks on wider transport infrastructure and the closure of international airspace across the region, some shipping companies have managed to repatriate seafarers back home to safety.

国际海事雇主理事会(IMEC)主席Simon Spacey表示:「世界对海上贸易,尤其是对维持贸易顺畅运转的海员之依赖,从未像现在这样清晰可见,因为这场战争对全球经济的影响正开始全面呈现。正值冲突时期,不少人提出理由和解释 — 但令人无法接受的是,无辜的海员发现自己身陷险境,危机迫近。
Simon Spacey, Chairman of the International Maritime Employers’ Council (IMEC) said: “The world’s dependence on maritime trade and in particular on the seafarers that keep that trade moving smoothly has never been clearer than it is now, as the impact that this war is having on the global economy starts to fully reveal itself. There are many reasons for, and justifications given, in times of such conflict – but what is unacceptable is that once again innocent seafarers find themselves trapped inside an area of conflict not of their making where they face genuine danger.

“We therefore call on everyone, everywhere to recognise the very real danger our seafarers are facing and to do whatever can be done to protect and support them. On a positive note, we know that our seafarers are a tough and hardy bunch and that responsible employers are working around the clock with our trade union partners to ensure that seafarers receive every protection and, where possible, compliance with the repatriation rights we offer them. But right now, the reality is that this is an extremely dangerous environment, safe travel opportunities are severely limited, and therefore our advice is for employers and seafarers to stay away from this area where possible.”

Seafarer abandonment hit record levels in 2025, according to new data compiled by the International Transport Workers’ Federation (ITF), with 6,223 seafarers abandoned across 410 ships.

遗弃海员危机迫在眉睫,数据显示,船舶遗弃数量连续第六年创纪录,被遗弃海员总数亦连续第四年创新高:与2024年相比,船舶遗弃数量增加了31%,海员遗弃数量增加了32%。
Seafarer abandonment is in crisis, with the data marking the sixth year in a row that the number of vessels on which abandonments occurred has broken records and the fourth year in a row that the total number of seafarers abandoned has broken records: the numbers represent a 31% increase in such ship abandonments compared to 2024, and a 32% increase in seafarer abandonment.

ITF的数据,将以报告的形式提交国际海事组织(IMO),供其在今年的法律委员会会议上讨论。数据显示,由于船舶遗弃事件,2025年海员共被拖欠2,580万美元。 ITF已从中追回并发还1,650万美元给受影响海员。
ITF data, which will be submitted in a report to the International Maritime Organization (IMO) ahead of its discussion at a legal committee meeting this year, also shows that seafarers were owed a total of USD25.8 million in 2025 as a consequence of the abandonments. From this total, the ITF has recovered and returned USD16.5 million to seafarers.

It’s nothing short of a disgrace that, yet again, we are seeing record numbers of seafarers abandoned by unscrupulous ship owners,” said David Heindel, Chair of the ITF Seafarers’ Section.

“Every day, all around the world, seafarers face horrific violations of their human and labour rights, all so that bottom-feeding companies can make a quick buck at their expense. It’s very clear that this is a systemic issue in the industry – and that means we need the entire industry to come together with seafarers and their unions to say, ‘enough is enough’, and take action together to end this crisis.”

Seafarer abandonment is defined by the IMO under three criteria: failing to cover the cost of a seafarer’s repatriation; leaving a seafarer without necessary maintenance and support; unilaterally severing ties with a seafarer, including failure to pay contractual wages for a period of at least two months. The IMO and the International Labour Organization (ILO) run a joint seafarer abandonment database: of 410 abandonments last year, the ITF reported 400 (98 percent).

Indian seafarers were the worst affected national group in 2025, as in 2024, with 1,125 seafarers abandoned – at the end of 2025, the Indian Government announced that ‘blacklisting’ measures would be taken to protect seafarers from ships with a record of repeat abandonments and other bad practices.

菲律宾海员受影响程度位居第二,共有539人遭遗弃,其次是叙利亚海员,有309人遭遗弃。
Filipino seafarers were the second worst affected, with 539 abandoned, followed by Syrians with 309 abandoned.

发生弃船情况最严重的地区是中东,其次是欧洲。弃船数量最多的两个国家——即最多遗弃船舶地点——分别是土耳其(61艘)和阿拉伯联合大公国(54艘),这两个国家发生的弃船数量,均显著高于其他国家。
The worst region for abandonment was the Middle East, followed by Europe. The two countries where most ship abandonments took place – the countries with the highest number of vessels on which abandonments occurred – both of which have significantly higher abandonments than any other country, were Türkiye (61) and the United Arab Emirates (54).

方便旗/Flags of Convenience

悬挂方便旗的船舶在弃船事件中占显著地位:2025年被遗弃的船舶中,有337艘悬挂方便旗,占总数的82%。 ITF估计,全球约10万艘商船中,约有30%悬挂方便旗。
Flag of Convenience (FOCs) vessels feature prominently in abandonment: 337 vessels abandoned in 2025 – 82% of the total – were flying FOC flags. The ITF estimates that around 30% of the entire 100,000-strong global fleet of merchant vessels fly FOCs.

与2024年一样,巴拿马(方便旗国)仍然是弃船事故最多的船旗国(68宗,高于去年的43宗),而悬挂未知船旗的弃船事故数量则增加了一倍多(46宗,高于去年的20宗)。
As in 2024, Panama, an FOC, remains the Flag State with the most abandonments (68, up from 43), while the number of abandonments under an unknown flag have more than doubled (46, up from 20).

ITF开展反方便旗船运动已有75年多,并长期警告称,方便旗制度威胁海员权益,并助长非法活动。近几周来,ITF针对频密转换船旗的影子船队油轮,进行连串行动,加深大众对此问题认识。
The ITF has run a campaign on FOCs for more than 75 years and has long warned of the threat to seafarers’ rights and the illegal and illicit activities enabled by the FOC system. This has become more widely understood in recent weeks through operations undertaken against flag-switching shadow fleet tankers.

ITF秘书长 Stephen Cotton表示:「究竟还要有多少海员遭受遗弃的痛苦,我们才能看到必要的变革,从而终结这种可耻的做法?
ITF General Secretary Stephen Cotton said: “How many more seafarers have to be put through the misery of abandonment until we see the changes that we know are needed to end this disgraceful practice?

ITF呼吁采取以下措施解决海员遗弃问题:
The ITF is calling for the following steps to be taken to tackle seafarer abandonment:

• 强制船旗国登记船舶的实质船东资讯(包括联络方式),作为船舶登记的先决条件。
Flag States to be compelled to log a ship’s beneficial owner, including contact details, as a pre-condition for registration

• 参考印度海事总局的做法,将屡次发生遗弃海员事件的船舶列入国家黑名单,以保护海员免受其害。
National blacklisting of ships to protect seafarers from ships with repeated involvement in abandonment cases, following the lead of India’s DG Shipping
• 政府应调查方便旗的使用情况,目前美国正在进行相关调查。

Case study: the Eleen Armonia

One Indian seafarer who is currently abandoned alongside three other Indian crew spoke to the ITF about his ongoing ordeal. The seafarer and three of his crew mates have been aboard the ship, the Eleen Armonia, off the coast of Nigeria, since June without receiving pay – the ITF filed the ship as abandoned in August 2025. Despite repeated appeals and the expiration of contracts, they have not been repatriated by the ship owner – Eleen Marine – despite seeing other crew members ‘signing off’ to go home.

“Every month we’ve asked the company to pay our wages and send us home, but they don’t care. We’re in touch with many authorities, including the ITF, who are trying to help us, but right now it feels like we will only go home when the company decides,” the seafarer said.

“The situation here is worse than hell. We keep hearing false promises from the company, it’s maybe 10 times that they’ve promised us we can go home, then nothing. The ship’s insurer contacted us in December and said that since our wages have been pending for more than two months they would get involved and help us sign off. But then they said they are still waiting for company permission, and the company hasn’t replied for a week.”

他补充说:「现在我每天都因为压力而失眠,如果这种情况持续下去,我真的不知道我的健康会受到怎样的影响。我当初之所以匆忙加入这艘船,是因为这份工作合约后,意味着我可以和我刚出生的女儿,以及家人一起过圣诞节和新年——现在我错过了圣诞节、新年和一个重要的家庭活动。作为海员,我们受到这样的对待,真的是其耻大辱。」
He added: “It’s become a daily routine for me that I can’t sleep from stress, and if this continues, I honestly don’t know how it will affect my health. I joined this vessel quickly because the assignment meant I could spend Christmas and New Year with my new daughter and family – I have now missed Christmas, New Year and an important family event. As seafarers, it feels really shameful that we’re treated this way.”

Earlier in 2025, an ITF report detailed Eleen Marine’s relationship with the Slovenia-registered sham union, the ‘International Seafarers’ Union’ (ISU). ISU was established alongside and operates in tandem with the company, Lanibra, which sells anti-union services to ship owners. This means ISU violates international and national laws that forbid ‘interference’ by employers in a union.

Agreements Eleen Marine purchased from ISU-Lanibra are believed to have expired in June and have not been renewed.

在法國勒阿弗爾,當檢查員執行工作、捍衛海員權利時,遭船長以暴力回應。
Ship’s master reacts with violence as inspector defends seafarers’ rights in Le Havre, France.

國際運輸工人聯盟(ITF)檢查員Corine Archambaud在法國勒阿弗爾MSC碼頭,登上MV BF CARP貨輪上執行工作時,遭到襲擊,ITF作出強烈譴責。
The International Transport Workers’ Federation (ITF) strongly condemns the assault of ITF Inspector Corine Archambaud while carrying out her official duties onboard the MV BF CARP at MSC Terminal, Le Havre.

在例行檢查中,為了核實船員根據《海事勞工公約》(MLC 2006)和國際勞工組織第 87 號和第 98 號公約提出的投訴,船長與 Archambaud 發生肢體衝突,試圖強行奪取她手上的檔。
During a scheduled inspection to verify crew complaints under the Maritime Labour Convention (MLC 2006) and ILO Conventions 87 and 98, the vessel’s Master physically confronted Archambaud, attempting to forcibly seize her documents.

檢查員受驚,文件也被撕毀,不得不立即向法國海事警方尋求協助。
The inspector was left shaken, with her documents torn, and had to call for immediate assistance from the French maritime police.
今年9月6日,就有關船上食物和食水供應不足,以及海員被迫從事碼頭工人的工作(捆綁和解開貨物,以及插拔冷藏集裝箱)而沒有得到補償,當檢查員提出合理質疑時,船長回應卻咄咄逼人,繼而發生襲擊事件。
The assault took place on 6 September after the Master responded aggressively to legitimate questions about concerns over inadequate food and water provisions onboard, and seafarers being compelled to carry out dockers’ work – lashing and unlashing of cargo, and plugging and unplugging of ‘reefers’ (refrigerated containers) – without compensation.

「我僅僅因為維護海員的權利——這是我的職責所在——就遭到這位船長的可怕肢體衝突,」Archambaud談及這次襲擊時說道。
“I faced a frightening physical confrontation with this Master simply for standing up for seafarers’ rights – as it is my job to do,” said Archambaud of the assault.

I’ve never encountered this kind of behaviour, and it’s left me shaken. It was clearly meant to intimidate and stop me from standing up for the crew, but it didn’t work.”

ITF Inspectorate Coordinator Steve Trowsdale said: “This unacceptable act of violence not only obstructed a lawful ITF inspection, but it also raises serious concerns about the treatment of the crew at this Master’s hands.”

The ITF calls on BF Foroohi, the shipowner, Marlow Navigation, the crewing manager, and the flag state, Antigua and Barbuda, to take urgent and decisive action.

“Violence and intimidation have no place in international shipping. All seafarers and Inspectors must be guaranteed safe conditions, free from harassment and retaliation,” added Trowsdale.

The ITF reaffirms its solidarity with the crew of the BF CARP and with all seafarers and Inspectors who courageously raise their voices against seafarer exploitation.

Summary of HKISSC Easter Ship Visit Campaign 2025

2025年4月18日,香港國際海員服務中心(HKISSC)組織開展的復活節探訪慰問海員行動圓滿結束。此次探訪慰問海員行動於3月17日啟動,先後探訪了118艘商船,向2763名海員贈送了工會的福利禮包,受到廣大海員的熱烈歡迎與好評。
As of April 18, 2025, the Hong Kong International Seafarer Services Centre (HKISSC) successfully concluded its Easter ship visit campaign. Since its launch on March 17, the initiative reached 118 merchant vessels in total and provided union welfare packages to 2,763 seafarers. The campaign was met with enthusiasm and appreciation from the seafarers, reinforcing its positive impact.


此次慰問行動得到了兩家理事單位香港商船高級船員協會(MNOG)與香港航業海員合併工會的重視與指導,ITF香港方便旗事務辦事處予以了強力後援。
The campaign garnered significant attention and was carried out under the guidance of its two organizers, the Merchant Navy Officers’ Guild – Hong Kong and the Amalgamated Union of Seafarers, Hong Kong, with strong support from the ITF Hong Kong (FOC) Campaign Office.
OOCL、SEASPAN、ANGLO-EASTERN 、WAN HAI、PIL、MAERSK及TOYOFUJI等航運公司對此次慰問行動予以了大力支持,不但提供了商船抵港信息,為中心工作人員申請碼頭通行證,還積極幫助聯繫船上的海員做好接待安排。
Shipping companies such as OOCL, SEASPAN, ANGLO-EASTERN, WAN HAI, PIL, MAERSK, and TOYOFUJI have been strong supporters of the campaign. They not only provided arrival information for their vessels and assisted in arranging necessary access documentation for HKISSC staff but also actively helped in connecting with seafarers on board.
香港海員宗會亦給予中心諸多支持,Valan神父與Kwan執事多次親身參與探訪慰問活動。


Stella Maris provided significant support to the HKISSC campaign, with Father Valan and Deacon Kwan personally participating in a number of visits.
活動期間,中心工作團隊探訪上述航運公司聯繫安排的船舶48艘,隨機安排探訪慰問的商船70艘(38艘簽有集體協議)。來自中國內地與臺灣、菲律賓、印度、烏克蘭、俄羅斯、印尼、緬甸等25個國家的海員受惠于慰問行動,他們對兩家工會的慰問海員行動予以了高度評價,紛紛表示要將中心開展的福利活動信息在熟悉的同事與朋友中廣為傳播。
During the campaign, the working team visited 48 ships arranged by the aforementioned shipping companies, along with 70 additional merchant vessels (38 ships with collective bargaining agreements)selected at random. Seafarers from 25 countries, including mainland China, Taiwan, the Philippines, India, Ukraine, Russia, Indonesia, and Myanmar, benefited from the initiative. The campaign and the support provided by the two unions received high praise, with seafarers expressing their willingness to share information about HKISSC’s welfare activities with colleagues and friends.
香港部分青年海員亦受邀以義工身份參與活動,他們主動與船上的海員交流海事話題,令慰問行動取得良好效果。
Some young seafarers from Hong Kong were invited to participate in the event as volunteers. They actively engaged with seafarers on board, exchanging insights on maritime topics, which contributed to the campaign’s successful outcomes.

To celebrate the “6.25 Day of the Seafarer” and “7.11 China National Maritime Day” this year, the Hong Kong International Seafarer Services Centre (HKISSC) would like to show our respect to all seafarers.

For 2023, the Day of Seafarer campaign will look at seafarers’ contribution to protecting the marine environment, in line with the World Maritime theme “MARPOL at 50 – Our commitment goes on”.

We thank all seafarers for their unique contributions to the world maritime trade and their hard work benefiting the global economy and human lives. The role that they play in protecting the marine environment is also appreciated.

Acting as a seafarer service platform established since 2019, the Hong Kong International Seafarer Services Centre (HKISSC) regularly carries out crew visits, providing free transportation and helps with purchasing necessities for seafarers visiting Hong Kong, with the support of the welfare fund contributed by shipping companies.

Happy Easter-Crew Visit Campaign Came to a Successful Conclusion

 

2023年3月15日至4月12日,香港國際海員服務中心組織開展了Happy Easter-船員慰問系列活動。在OOCL、WAN HAI、太平船務、長榮等航運公司的支持與協助下,中心工作組共探訪26艘抵港商船,向600餘名國際海員送上香港海事同行的節日問候並贈送了復活節大禮包。

The Hong Kong International Seafarer Services Centre (HKISSC) organized the “Happy Easter-Crew Visit Campaign” from March 15th to April 12th, 2023. With the support and assistance of various shipping companies such as OOCL, WAN HAI, Taiping Shipping, and Evergreen, the volunteer team visited 26 merchant vessels arriving in Hong Kong, and sent holiday greetings and Easter gifts to more than 600 international seafarer sprees.

 

香港國際海員服務中心自成立之日始終與廣大海員同行,積極踐行服務海員之宗旨,多次開展探船慰問海員的活動。2023年度復活節之際,中心致函各航運公司,攜手開展“Happy Easter”船員慰問系列活動,向海員致敬,感恩海員,並贈送了節日禮物。

Since its establishment, the HKISSC keeps seafarer company, actively fulfilling the purpose of serving seafarers by carrying out numerous crew visits. Before Easter this year, HKISSC contacted various shipping companies to jointly launch the “Happy Easter-Crew Visit Campaign”. Through a series of crew visits, it aims to pay tribute to all hard-working seafarers, and to express gratitude by presenting festive gifts to them.

三、探訪慰問萬海公司旗下WAN HAI 178、WAN HAI 328、WAN HAI 292、WAN HAI 101、WAN HAI 316、WAN HAI 271、WAN HAI 352、WAN HAI 325、WAN HAI 357、WAN HAI 291、WAN HAI 359、WAN HAI 176、WAN HAI 327等13艘商船上的中國、緬甸、印尼等國家的海員。

  1. Visited 13 merchant vessels of Wan Hai Lines Limited, including WAN HAI 178, WAN HAI 328, WAN HAI 292, WAN HAI 101, WAN HAI 316, WAN HAI 271, WAN HAI 352, WAN HAI 325, WAN HAI 357, WAN HAI 291, WAN HAI 359, WAN HAI 176 and WAN HAI 327. The volunteer team met seafarers from China, Myanmar, Indonesia and other countries on board.

四、探訪慰問太平船務公司Kota Raja 、Kota Pusaka、Kota Ratu、Kota Halus、Nadi Chief、Kota Manis、Kota Pahlawan、Kota Carum、Kota Lima等9艘商船上的中國、印度、緬甸、印尼及烏克蘭等國家的海員。

  1. Visited the crew from China, India, Myanmar, Indonesia and Ukraine on nine merchant ships of Pacific International Lines, including Kota Raja, Kota Pusaka, Kota Ratu, Kota Halus, Nadi Chief, Kota Manis, Kota Pahlawan, Kota Carum and Kota Lima.

此次海員探訪系列活動受到航運公司的歡迎與好評,被探望的海員們非常開心。太平船務的船員主管崔先生表示,“船上的海員在孤獨的航行中很渴望被人關心,希望今後與HKISSC繼續合作開展探訪海員的活動,為船上海員送去幸福感。萬海船務公司的Martin亦希望與中心開展更多合作,為船上的海員送上更多的福利與關懷!

The series of crew visits was welcomed and gained much acclaim by shipping companies. Seafarers who were visited showed their happiness as well. Mr. Chui, Crew Supervisor of Pacific International Lines, said, “The seafarers onboard are eager to be cared for during their lonely voyage. We hope to continue the cooperation with HKISSC to carry out crew visits in the future, so as to bring happiness to the seafarers onboard.” Mr. Martin from Wan Hai Lines Limited also hopes to collaborate more with HKISSC to provide more welfare and care to the seafarers onboard.
