2022年圣诞节来临之际,香港国际海员服务中心组织的” 海上圣诞节” 船员慰问活动于12月4日正式拉开帷幕。

As Christmas is approaching, the “Christmas Celebration at the Sea Campaign” organized by the Hong Kong International Seafarer Services Centre (HKISSC) is officially kicked off on 4th December 2022.

当日,中心工作团队前往4号码头探访了 “M.V. Ever Center”商船,为船员送去T恤衫、巧克力、腰果等福利礼包。“Ever Center”商船悬挂巴拿马旗,主要往返于泰国、中国上海、香港、台湾等国家和地区,船上共有23名海员,主要来自中国内地、香港及菲律宾。

On that day, the team of HKISSC visited m.v. EVER CENTER at Terminal 4 of Kwai Tsing Container Terminals. Welfare packs including T-shirts, chocolates, nuts and other are presented to the representatives of the crew. Panamanian flagged m.v. Ever Center mainly travels between Thailand, Shanghai, Hong Kong, Taiwan and other countries and regions. There are 23 seafarers on board, mainly from mainland China, Hong Kong and the Philippines.

12月5日,中心工作团队前往9号青衣码头探访了 “Maersk Sydney”商船,向船员赠送了圣诞礼品。

On the next day, the team headed to terminal 9 of Tsing Yi Container Terminals visited m.v MAERSK SYDNEY, Christmas welfare packs were handed to representative of the crew.

“Maersk Sydney”系ANGLO-EASTERN旗下的集装箱商船,悬挂新加坡旗,主要往返于越南胡志明市、新加坡及中国香港等国家和地区,船上共有23名海员,主要来自印度、新加坡等地。

Singaporean flagged m.v. MAERSK SYDNEY is owned by ANGLO-EASTERN, flying the Singapore flag, mainly traveling between Ho Chi Minh City, Vietnam, Singapore, Hong Kong, China and other countries and regions. There are 23 seafarers on board, mainly come from India and Singapore.

2月6日,中心工作团队与Pacific Basin公司船员部负责人一同前往南丫南锚地探访了“North Island”散货船。

On 6th December, the team of HKISSC and the representative from crew department of Pacific Basin went to Lamma South Anchorage to visit bulk carrier NORTH ISLAND.

“North Island“系Pacific Basin旗下的散装船,悬挂中国香港旗,主要往返于中国香港、防城、厦门等地,船上共有20名船员,主要来自印度等地。

The Hong Kong flagged NORTH ISLAND is a bulk carrier owned by Pacific Basin. It mainly travels to and from Hong Kong, Fangcheng, Xiamen and others. There are 20 crew members onboard, mainly are Indian.

 

当日风急浪高,交通艇多次尝试挂靠均未能成功。最后,工作团队唯将圣诞慰问品吊挂商船,向船员表达香港海事同行的心意。

On that day, the wind was strong and waves were high. The service boat tried to get near the vessel but failed. The team managed to hang the welfare packs on rope to the vessel finally, as to extend the warmest regards to crew members.

12月9日,中心工作团队前往4号码头探访了“OOCL New Zealand”商船,向船员赠送了圣诞慰问礼包。

On 9th December, the team from HKISSC headed to Terminal 4 of Kwai Tsing Container Terminals again to visit m.v. OOCL NEW ZEALAND, and sent Christmas welfare packs to crew members.

“OOCL New Zealand”商船悬挂中国香港旗,主要往返于日本东京、中国香港、台湾省高雄市及印尼的雅加达等国家和地区,船上共有27名船员,主要来自中国与菲律宾。

Flying with Hong Kong flag, m.v. OOCL NEW ZEALAND mainly travels between Tokyo of Japan, Hong Kong of China, Kaohsiung City of Taiwan and Jakarta of Indonesia. There are 27 crew members onboard, mainly from China and the Philippines.

根据香港的防疫政策要求,中心的工作人员在船舷边与船员交接了圣诞慰问礼包,船员们对香港同行的关心、慰问表示了由衷的感谢。

According to the preventive measures of Hong Kong, the team handed over the Christmas welfare packs to the representative of the crew beside the docked vessel. The crew representatives expressed their heartfelt gratitude to the condolence and caring of Hong Kong seafarers.

此次开展的“ 海上圣诞节” 船员慰问活动将持续至12月24日,欢迎各船公司与广大海员积极参与,如有需要请联系中心工作人员。

P&O Ferries sackings disregard for workers’ rights P&O Ferries大规模解雇 无视工人权利

英国渡轮「P&O Ferries」母公司「DP World」自诩为关注社会和企业责任的进取企业,支持劳工权利。惟P&O Ferries近日无理解雇800名海员,母公司备受质疑。

DP World sells itself as a progressive business concerned with social and corporate responsibility that supports labour rights. The company now has serious questions to answer following the ruthless sacking of 800 seafarers at its subsidiary P&O Ferries.

 

3月17日,P&O Ferries 解雇了800名英国海员,并只在提前30分钟,以预先录制的Zoom短片通知受解雇员工。该公司在没有与员工或其工会进行任何协商的情况下作出这一决定。

On March 17, P&O Ferries fired 800 British-based seafarers with 30 minutes notice over a pre-recorded Zoom call. The company made the decision without any consultation with its workforce or their unions.

国际运输工人联盟(ITF)和欧洲运输工人联盟(ETF)呼吁DP World与工会RMT和Nautilus International就P&O Ferries事件展开有意义的对话。The International Transport Workers’ Federation (ITF) and European Transport Workers’ Federation (ETF) are calling on DP World to engage in meaningful dialogue with affiliates RMT and Nautilus International about P&O Ferries’ future.

ITF主席兼ITF码头工人分部主席Paddy Crumlin指出,DP World 解雇800名辛勤工作的海员是一个无情的决定,犹如残酷地打击他们的尊严;而且做法违法,亦未达其公司标准。

“DP World’s callous decision to sack 800 hard-working seafarers represents a brutal attack on their dignity,” said Paddy Crumlin, President of the ITF and Chair of ITF’s Dockers’ Section. “In doing so, they’re breaching laws and failing to meet their own company’s standards.”

ETF主席Frank Moreels亦指该公司利用没有工会代表的劳动力取代被解雇工人,构成侵犯工人结社自由的基本权利。

Further, ETF President Frank Moreels pointed out that the use of non-union replacement labour amounts to a fundamental breach of workers’ rights to freedom of association.

“Their plan to outsource the jobs is in tatters. Reports are coming in across Europe that their original strategy was to replace the sacked workers with Russian and Ukrainian seafarers,” said Moreels.

In the Zoom sacking, P&O Ferriestold workers this was a “tough” decision, but it would “not be a viable business” without the changes.

The company has paid out $376.1 million in dividends to shareholders over the past two years alone.

ITF President Paddy Crumlin made it clear that: “In the interest of the 800 workers who have lost their jobs, we are ready and willing to facilitate dialogue between the company and the unions, but we also stand ready to provide meaningful solidarity across DP World’s global operations if need be to defend these workers’ jobs.”

In the statement, he mentioned that UK lawplaces a duty on any employer proposing to dismiss as redundant 100 or more employees at one establishment within a period of 90 days or less to notify the flag state, in writing, of their proposal before giving notice to terminate an employee’s contract of employment in respect of any of those dismissals, and at least 45 days before the first of those dismissals takes effect. If the redundancies number 20 or more employees (but less than 100), the notice period is 30 days.

Nautilus International希望政府向违法者采取一切可行行动,不要让他们以为可以用钱收买人人噤若寒蝉,胁迫海员失去工作或接受较低的工资,或要胁他们接受有害和不安全的工作条款和细则。

Nautilus International expects the government to take all possible action against these law breakers, who think they can buy silence and bully seafarers into unemployment or accepting lower wages and detrimental and unsafe terms and conditions of employment.

An Implementation Guide for the Management of COVID-19 on board Cargo Ships 货船上疫情管理实务指南

The World Health Organization published an implementation guide for the management of COVID-19 on board cargo ships and fishing vessels. Ship personnel, whether working on ships engaged in cargo transport or fishing, typically work in close contact environments and are therefore susceptible to the transmission of coronavirus. A COVID-19 outbreak presents special risks for crew and officers making extended voyages without calling at any port and lacking access to shoreside medical facilities. Such an outbreak puts their safety and well-being at risk and may affect their ability to safely navigate and operate the ship.

 

世界卫生组织发布了货船和渔船上新冠疫情管理实务指南。船舶人员,无论是在从事货物运输还是捕鱼的船舶上工作,通常都在人与人密切接触的环境中工作,增加新冠病毒的传播机会。在没有停靠任何港口且无法使用岸边医疗设施的情况下,COVID-19的爆发令长途航行的船员陷入特殊风险。疫情爆发使他们的安全和福祉处于危险之中,并可能影响他们安全航行和操作船舶的能力。

 

The guide highlights that all ships and fishing vessels should have a written COVID-19 contingency management plan. Following its implementation, the plan should be tested regularly and updated as required. The plans should include surveillance and reporting, isolation and quarantine, case management, infection prevention and control measures, communication with authorities and training.

该指南强调所有船舶和渔船都应制订书面新冠疫情管理应急方案。方案实施后,应定期测试并根据需要进行更新。应急方案内容应包括监测和报告、隔离和检疫、病例管理、感染预防和控制措施、与当局的沟通和培训。

 

The guide is comprehensive. For Pre-embarkation, it covers port state requirements, ship requirements and preboarding screening.
