疫情之下香港海員換班 Crew change under epidemic in Hong Kong

疫情之下全球海員換班都變得相當困難,香港的海員亦遇到同樣問題。

香港海員陳建東受疫情影響,自去年年初開始休假後一直未能再上船繼續工作,近日透過工會的幫助下,在3月6日於香港葵涌貨櫃碼頭登上MV Belawan繼續其航海實習生生活。

It is quite difficult for the seafarers to sign on/off all over the world since the COVID-19 outbreak, as well as the Hong Kong’s seafarers.

Due to the epidemic, Hong Kong seafarer Chan Kin Tung has been unable to continue his cadetship after he took vacation at the beginning of last year. With the help of AUS-HK, he finally can go onboard MV Belawan at the Hong Kong Kwai Chung Container Terminal and continue to work as a deck cadet on 6th March.

2019冠狀病毒病疫苗接種計劃 COVID-19 Vaccination Programme

隨着香港政府早前採購的新型冠狀病毒疫苗陸續抵港,政府公布了有關疫苗接種計劃之資料。

政府採購的3款新型冠狀病毒疫苗包括:

  1. 科興「克爾來福」疫苗 – 採用滅活病毒技術平台 (已抵港)
  2. 復星醫藥/德國藥廠BioNTech「復必泰」疫苗 – 採用mRNA技術平台 (未抵港)
  3. 英國牛津大學與阿斯利康藥廠合作研發的疫苗 – 非複製性病毒載體疫苗 (未抵港)

政府會為以下五個組別的人士優先接種疫苗,分別為:

  1. 60 歲或以上人士(陪同70歲或以上長者接種疫苗的人士可以獲得接種,最多兩人)
  2. 醫療服務場所工作人員及參與抗疫工作人員
  3. 安老院/殘疾人士院舍院友及員工
  4. 維持必要公共服務的人員
  5. 跨境運輸、口岸、港口工作人員

當中船員為優先接種疫苗人士中的第5個類別,可先網上預約接種疫苗。(現時只提供科興「克爾來福」疫苗)

合資格人士到社區疫苗接種中心接種疫苗時需帶備文件:

  1. 身分證明文件
  2. 優先接種組別證明(如適用;包括:僱員證、委任證、政府部門或其合約承辦商發出的身份證明信件、牌照、僱主信)
  3. 預約確認短訊或確認登記影印本

合資格人士亦可到醫管局轄下的指定普通科門診診所或指定私家醫院和診所接種疫苗。

香港國際海員服務中心希望各位船員藉着接種疫苗提高自身保護,為航運業復甦作準備。

本中心提醒各位船員切勿鬆懈,疫情結束前仍佩戴口罩、勤洗手。

The Hong Kong Government now has plans about the COVID-19 vaccines injection for the public.

Total 3 kinds of COVID-19 vaccines are or will be available for injection:

  1. Sinovac CoronaVac vaccine – Inactivated virus technology platform (has arrived HK)
  2. Fosun Pharma in collaboration with the German drug manufacturer BioNTech (BNT162b2 mRNA vaccine) – mRNA technology platform (not arrived yet) 
  3. AstraZeneca, in collaboration with the University of Oxford – Non-replicating viral vector technology platform (not arrived yet) 

The Government decided to arrange priority vaccination for the five groups below:

  1. Persons aged 60 years or above (a maximum of two carers who accompany elderly people aged 70 or above can also receive vaccination);
  2. Personnel in healthcare settings and those participating in anti-epidemic related work;
  3. Residents and staff of residential care homes for the elderly / persons with disabilities;
  4. Personnel maintaining critical public services; and
  5. Personnel performing cross-boundary related work.

Seafarers belong to the fifth category among those who have priority in vaccination. Therefore, seafarers can make an online appointment for the jab.

Documents to bring for those go to Community Vaccination Centres for vaccination:

  1. identity document
  2. proof for priority group (if applicable; including staff card, warrant card, identity proof issued by Government departments and their service contractors, licence, employer’s letter)
  3. SMS message or photocopy of booking confirmation

Eligible people can also visit designated general outpatient clinics (GOPCs) of the Hospital Authority and designated private hospitals and clinics for the jab.

The Hong Kong International Seaman Service Center hopes that all seafarers can enhance protection through vaccination and prepare for the recovery of the shipping industry.

We also remind all seafarers to continue wearing masks and washing hands frequently until the end of the epidemic.

到訪MV Pulau Tioman及為MV Belawan船員代購電話卡

中心義工團隊於2021年1月19日到訪MV Pulau Tioman,贈送船員防疫小禮包。並於同月22日應MV Belawan船員之要求,代購電話卡及食物。

Our team of volunteers visited MV Pulau Tioman and presented Anti-epidemic gift packs on 19th January 2021. As per the request from the crew of MV Belawan, we have bought sim cards and food for them on 22nd January 2021.

贈送MV TS Yokohama船員防疫小禮包 Presented Anti-epidemic gift packs to MV TS Yokohama

中心義工團隊於2021年1月15日贈送MV TS Yokohama船員防疫小禮包。

Our team of volunteers presented Anti-epidemic gift packs to the seafarers of MV TS Yokohama on 15th January 2021.

中心可為靠泊葵涌貨櫃碼頭之船員代購生活用品,船員如有需要可向中心查詢。

為”M.V. BELAWAN”船員代購藥物及電話卡 Purchase medicine and SIM cards for “M.V. BELAWAN” crews

因應M.V. BELAWAN船員的委託,本中心特此安排中心義工為他們代購藥物及電話卡。M.V. BELAWAN於2021年1月9日上午靠好3號貨櫃碼頭後,中心義工上船向船長及其他船員送上有關物品,並向他們表達慰問。

船員表示現在疫情嚴重,所有碼頭都不允許船員上岸,因此他們都不能上岸購買日常用品,感覺身心疲累,所以他們都表示很高興看到中心義工上船為他們送上代購的物品。

其他船員到港後如有需要可向本中心查詢,中心會盡量安排義工送上有關代購物品。

Upon the request of ship’s crews from M.V. BELAWAN, HKISSC arranged the volunteers to purchase the items needed for them, such as medicine and SIM cards. M.V. BELAWAN berthed at Berth3 of Kwai Chung Container Terminal in the morning on 9th January 2021. Our team came onboard and sent those items needed for Capt. Zhu and the other crews.

Due to the epidemic of the COVID-19, ship’s crew are not allowed to take shore leaves and they cannot buy the daily necessities on shore. They are really exhausted about this. Therefore, they felt very delighted when they saw our team have come onboard and sent them the purchased items.

If ship’s crews are interested, please feel free to contact us after arrival of Hong Kong port. We can arrange for onboard visit and send the purchased items to the crew.

2020年12月23日深夜,香港國際海員服務中心工作團隊前往4號集裝箱碼頭探訪了“M.V.TS KAOHSIUNG”號商船船員。
“M.V.TS KAOHSIUNG”號商船是台灣地區的商船,主要往返於日本、中國大陸、台灣、香港及泰國等國家和地區,商船船員主要來自中國大陸、台灣等地區。
中心工作團隊向船員們介紹了中心的有關情況,轉交代購的物品,表達了中心對各位海員的關心和問候,並贈送了中心的紀念品。
該船的二副林來平來自福建泉州,一個月前剛剛由“BELAWAN”商船換班下船,由於疫情造成的海員緊缺,不得不再次被派到“M.V.TS KAOHSIUNG”商船工作。他對中心此次探訪表示衷心感謝,並希望待疫情結束能到中心參觀、小憩。 Ms. KO Loyi是來自台灣地區的一名90後女性實習海員,她第一次獲知海員服務,感到很驚訝。她表示,全球疫情蔓延情況下,經歷了長時間的海上孤寂生活,見到海員同行們並進行交流,感到既高興又激動,真誠地感謝香港國際海員服務中心。

HKISSC team visited a container ship “M.V.TS KAOHSIUNG” on 23/12. This is a merchant ship in Taiwan, it mainly operating between Japan, China, Taiwan, Hong Kong, Thailand and other countries and the crew are mainly come from China, Taiwan and other regions. We introduced our main services and presented souvenirs to the crew.
Due to the shortage of crew by the coronavirus, Mr. Lam, the 2/O started work on M.V.TS KAOHSIUNG one month after he finished the contract from another container ship “BELAWAN.
He appreciates this visiting and hoped that they can come to centre after the epidemic. Ms. KO Loyi, a deck cadet  from Taiwan, she was shocked when she noticed we provided seafarer services.She was also happy and excited for our services were warm and touching in her long time sea life.

HKISSC開啟商船初體驗計 Study Tour Programe is launched!

經香港國際海員服務中心工作團隊溝通協調,M.V.BELAWAN商船同意中心定期探船並攜1-2名海事學生上船體驗的計畫。
M.V.BELAWAN agreed that the working team of HKISSC conduct regular visits with 1-2maritime students.

M.V.BELAWAN是懸掛香港旗的集裝箱貨船,主要往來於中國、日本、越南及菲律賓等國家,船員一般來自中國、越南及菲律賓等地,其中一名實習生來自香港。2020年11月16日,中心工作團隊探訪該商船,座談交流中與朱船長達成了上述共識。
The flag state of M.V.BELAWAN is Hong Kong, it mainly translation of China, Japan, Vietnam and Philippines. Its crew generally come from China, Vietnam and Philippines and a deck cadet came from Hong Kong. On 16/11 the team got the agreement of the planned ship visiting.

香港國際海員服務中心工作團隊探望“明都會”郵輪海員

2020年11月11日,香港國際海員服務中心工作團隊登上“明都會”號郵輪,探望船上近160名受困海員。
On 11/11, the HKISSC volunteer team boarded a cruise ship “Starry Metropolis” and visited nearly 160 trapped seafarers.

受新冠病毒疫情影響,“明都會”號郵輪今年一月以來一直滯留香港海域,船上近160名海員的工資被拖欠至今。五月起,該郵輪因安全問題,被香港海事處扣查。六月,船上海員向ITF投訴工資被拖欠問題。在ITF香港檢查員的協助下,船員申請相關法律援助,並於十月正式向法院提出訴訟並扣留船隻。受困海員雖獲政府保障維持基本生活,但因長期欠薪,經濟窘迫,無力購買一些生活必需品。國際運輸工人聯盟香港海事檢查員告知此事后,中心理事會遂決定派員探訪並慰問郵輪上的受困海員,送上香港海事同行的關心。
Affected by COVID-19, “Starry Metropolis” has been stranded in Hong Kong waters since January, the wages of nearly 160 seafarers on board have been owed. Since May, the cruise ship has been detained by the Hong Kong Maritime Department for investigation due to safety issues. On the other hand, the crew raised a complaint to  ITF about wage arrears in June. The crew applied for relevant legal aid with the assistance of ITF inspectors , and in October formally filed a lawsuit in the court and detained the ship.

中心工作團隊精心籌劃,多方考察,為受困海員購置了口罩等防疫用品及電話卡、沐浴露等生活必需品。
Our volunteer team packed epidemic care packs for the crew, including phone sim card, shower gel etc.

   

 

中心工作團隊搬送慰問物資至交通艇。交通艇及登船手續由國際運輸工人聯盟香港海事檢查員Jason協助解決。
The team onboard by the transportation boat. The transportation boat and boarding procedures were assisted by Jason, the inspector of the ITF.

 

中心工作團隊與“明都會”號郵輪船長、安全員及普通海員進行交流,了解船上海員的生活與精神狀況。
The team communicated with the captain, safety officer and ordinary seafarers of “Starry Metropolis”, to understand the life and mental conditions of the seamen on board.

 

中心工作團隊向受困海員贈送慰問物資。
The team presented supplies to the trapped seafarers.

 

考慮到“明都會”號郵輪已進入香港海事法庭的司法程序,在法庭批准遣返之前,受困海員將會一直滯留船上,中心將繼續關注船上海員的生活與精神狀況。
“Starry Metropolis” has entered the process of the Hong Kong Maritime Court, the trapped seafarers will remain on the ship until the court approves the repatriation. We will continue to pay attention to the crew.
